The Saudi Investment License, previously known as the SAGIA License, is issued by the Ministry of Investment of Saudi Arabia (MISA). It is a crucial authorization for foreign investors looking to establish, operate, or expand a business in Saudi Arabia, and it also facilitates obtaining residency (Iqama). With the introduction of the new Investment Law (Royal Decree No. M/19) effective February 2025, the previous foreign investment licensing process has been replaced with a streamlined registration system, offering equal opportunities for both foreign and local investors.
Under Saudi Arabia’s Vision 2030, the new Investment Law encourages foreign investment by offering 100% ownership, tax incentives, and a simplified process. However, certain sectors still have restrictions, so verifying the eligibility of your business activity is essential before applying.

Payment Deadline: Fees must be paid within 60 days, or the application will be canceled, requiring re-submission.
The business must align with sectors open to foreign investment, as specified in MISA’s “List of Excluded Activities.
Depending on the business type and sector, specific capital requirements must be met.
Adherence to Saudi labor laws, environmental regulations, and other relevant laws is mandatory.
The company must have a good track record and positive business history.
